The Sentinel Commander is a character from Terror in New York City. He ordered missiles to be fired at Thunderbird 2 because he mistook it for an enemy aircraft. When Washington clarified the identity of the aircraft, he was horrified by his error and immediately called off the attack, although by that time Thunderbird 2 had already sustained serious damage from the missiles that had been fired at it.
Having put Thunderbird 2 out of action he was ordered by Washington to take Thunderbird 4 to New York when it was needed in a rescue mission. Placing Thunderbird 4 onto the deck he made the trip to New York Harbour via the Panama Canal in 22 hours.
The commander is horrified to discover he inadvertently damaged Thunderbird 2.
