Joe Carter is a character from City Of Fire. When a fire breaks out in the Thompson Tower car park, he gets trapped in an underground corridor with his wife and son.

- This is one of the few minor-character puppets with a so-called "blinker" head, meaning it can close and open its eyes. The head was later modified and used for Lindsey in The Uninvited.
- The puppet for Joe Carter also later appears as a gambler in The Duchess Assignment.
